Someone has to argue for you
Decisions turn on whether a senior person will spend their own credibility advocating for you. Nobody does that for a name they only know from a performance rating, which is why sponsorship matters more than any single achievement.
The reputation precedes the discussion
By the time your name is raised, opinions are largely formed from second-hand impressions accumulated over months. The work is influencing that accumulation, not preparing a case for the meeting.
Readiness beats deservingness
The question asked is whether you could do the next job, not whether you have earned it. Those are different questions, and framing your case around fairness rather than capability is a common and costly error.
